The Position

Health Services Administrator - Level B (2)The Contra Costa County Health Services Department is offering an excellent employment opportunity for qualified individuals interested in the Health Services Administrator – Level B position. There are five (5) vacancies in the Health Services Department:

  • One in theProvider Relations Unit within the Contra Costa Health Plan (CCHP) located in Martinez, CA
  • One inPublic Health Clinic Services (PHCS) located in Concord, CA
  • One in the Privacy and Compliance Office within the Finance Department located in Martinez, CA
  • One in the Health Services Information Technology (HSIT) Unit located in Martinez, CA
  • One in the Health, Housing, and Homeless (H3) Division located in Concord, CA.
You may be required to occasionally travel to different locations throughout Contra Costa County.

Health Services Administrator – Level Bs are responsible for providing varied administrative and management services in any division or organizational component of the Health Services Department.

The Contra Costa Health Plan is primarily a Medi-Cal Managed Care plan that manages the care of the Medi-Cal and Commercial members that have chosen CCHP as their health insurance. The Provider Relations unit credentials and contracts for the licensed professionals, hospitals, and vendors that deliver the care to our members.

The Finance Department’s Privacy and Compliance Office oversees the Health Insurance Portability and Accountability Act (HIPAA) at Contra Costa Health Services (CCHS) and its County covered components and is committed to managing their Compliance program.

The Health Services Information Technology Unit provides a full range of services to the entire Contra Costa County organization such as managing the central corporate computing complex, a County Wide Area Network (WAN), and numerous Local Area Networks (LANs).

The Health, Housing and Homeless Division is committed to making homelessness short-lived and non-recurring by ensuring an integrated system of housing and support services for persons experiencing homelessness in Contra Costa County. H3 operates a homeless service delivery system that includes street outreach, respite, and emergency shelters, independent living programs for transition-age youth, and permanent supportive housing for adults, youth, and families.

Public Health Clinic Services’ mission is to promote and protect the health and well-being of the individual, family, and community in Contra Costa County. They give special attention to those communities and populations most at risk for poor health outcomes and those most affected by environmental inequities, using a broad spectrum of strategies and an array of services to accomplish our mission.

What you will typically be responsible for:
Position at Contra Costa Health Plan:
  • Monitoring provider network for access and adequacy through data-driven reports
  • Analyzing provider data for outcomes and next steps
  • Developing mandated state and federal reports
  • Reviewing provider directories for accuracy of data
  • Tracking and trending provider complaints to identify areas of improvement

Position at Public Health Clinic Services:
  • Planning and managing tasks in Public Health Clinic Services, including setting program goals, objectives, and the activities necessary to reach those objectives
  • Collecting and analyzing qualitative and quantitative data and using the data to inform program decision-making
  • Establishing and implementing program policies and procedures in compliance with relevant Federal, State, and local requirements and regulations
  • Training, supervising, and coaching professional and clerical staff
  • Providing direction and support on administrative tasks to support program operations
Position at Health Services Information Technology Unit:
  • Drafting contracts using County forms, following guidance on the intranet site, from County Counsel, and the Contracts and Grants unit
  • Working with the Contracts and Grants unit to ensure that contract language is appropriate for circ*mstances, that all vendor-supplied forms are in order, dollar amounts accurately reflect needs for every contract, and making sure that contracts are renewed in a timely manner
  • Notifying vendors when a contract is not going to be renewed
  • Working with County Counsel to address contract issues, answering questions, providing necessary documentation, and gathering information needed for contracts and purchase orders
  • Answering procurement staff contracting questions and reviewing contract documents for appropriateness and accuracy
Position at Privacy and Compliance Office:
  • Supporting the County Privacy Officer and Health Services Compliance Officer with various time-sensitive and high-level tasks
  • Collaborating effectively with the Divisions and County Departments to ensure complete and accurate information is provided to meet critical deadlines
  • Providing guidance to Health Services Divisions and County covered components related to breach investigations
  • Completing federal and state Privacy HIPAA risk assessments
  • Interpreting, applying, and explaining laws, rules, regulations, policies, and procedures
Position at Health, Housing, and Homeless Division:
  • Working skillfully with politics, procedures, and protocols across organizational levels and boundaries

Minimum Qualifications

Education:Possession of a baccalaureate degree from an accredited college or university with a major in Business Administration, Public Administration, Hospital Administration/Social Work, Welfare Administration, Finance or a closely related field.

Substitution for the required degree:Successful completion of at least 60 semester or 90 quarter units from an accredited college or university which included courses in English Composition, Social Science, Behavioral Science and mathematics transferable to the California State University System for credit, and two (2) years of full-time (or the equivalent of full-time) experience performing administrative duties in a health service agency or program.

Substitution for the required academic major:Either one (1) year of full-time (or the equivalent of full-time) experience performing administrative duties in a health service agency or program, or possession of a master's degree in Business Administration, Public Administration, Hospital Administration, Welfare Administration, Finance or a closely related field may be substituted for the academic major.

Experience:At least 18 months full-time (or the equivalent of full-time) experience performing administrative duties in a health service agency or program is required.

Selection Process

1. Application Filing and Evaluation: All applicants will be required to complete a supplemental questionnaire at the time of application. Applications will be evaluated to determine which candidates will move forward in the next phase of the recruitment process.

2. Behavioral Consistency Questionnaire (BCQ) Assessment:Candidates who possess the minimum qualifications will be invited to participate in an online assessment. The online assessment will measure candidates' competencies as they relate to the job and candidates must achieve an average passing score of 70% or higher on

each

of the competencies, as well as an

overall

The onlineBehavioral Consistency Questionnaire (BCQ) assessment is tentatively scheduled to take place via computer (remotely) during the week of July 25, 2022.

The assessment will be administered remotely using a computer or mobile device such as a tablet or smartphone. You will need access to a reliable internet connection to take the assessment, as well as a computer or mobile device with a camera.
